CAPE Tool for IEEPA Refunds to Deploy April 20
U.S. Customs & Border Protection (CPB) announced that Phase I of its Consolidated Administration and Processing of Entries (CAPE) tool for IEEPA tariff refunds will launch on Monday, April 20, 2026. CAPE will serve as the sole method for submitting refund requests.
As a reminder, this tool consolidates IEEPA refunds and interest, eliminating the need to submit requests on an entry-by-entry basis. Phase I will support all unliquidated entries as well as certain entries within 80 days of liquidation.
To use the CAPE tool, users MUST have an active account within CBP’s ACE Portal. It is also important to confirm that the correct bank account information is on file within ACE to ensure timely receipt of refunds.
If you have any questions regarding the refund process, please contact Scarbrough today. For more information on CAPE, please refer to CBP’s guidance here.
