CBP Requiring Supplemental Duty Payments via ACH
U.S. Customs & Border Protection (CBP) is making some changes to its National Customs Automation Program (NCAP) test regarding Periodic Monthly Statements (PMS). Beginning on December 15, 2025, participants will be required to pay any supplemental duty bills resulting from an underpayment of estimated duties, taxes, and fees electronically via Automated Clearinghouse (ACH).
Currently, participants in the PMS system can pay their supplemental duties by check even though they pay their monthly statements electronically. However, that option will no longer be available after the new update as CBP seeks to streamline its collection process.
Participants can choose between ACH Debit or ACH Credit payments to complete any supplemental duty payments. To complete payments by ACH Debit, users must create an account and submit the payment through pay.gov. For ACH Credit payments, participants must contact CBP directly at ACH-CUSTOMS@cbp.dhs.gov for specific instructions.
In each case, the supplemental duty bill number and payment amount being remitted must be provided to process the payment.
